This Tractor Operation SWMS (Safe Work Method Statement) is pre-filled and covers operating agricultural tractors with three-point linkage, PTO-driven implements, front-end loaders and trailers. It sets out 34 activities, from the daily pre-start inspection to shutdown, parking and emergency response, with the hazards, control measures and risk ratings before and after controls for each. It's written by WHS specialists, aligned to Australian WHS legislation, and fully editable in Microsoft Word.

Who it's for

  • Farmers, graziers and agricultural businesses

  • Agricultural contractors doing slashing, mulching and cultivation

  • Vineyards, orchards and market gardens

  • Grounds and property maintenance crews using tractors

  • Turf farms, nurseries and rural landholders

A SWMS isn't only for construction. Many farms and rural businesses use one as the written risk assessment for tractor work, the same way others use a JSA or Safe Work Procedure.

Use it to

  • Show clients, insurers and auditors how you manage the risks

  • Apply for tenders, contracts and supplier panels

  • Get through prequalification with Avetta, Cm3 and other contractor portals

  • Induct new workers and train them in the task

What this SWMS covers

  • Operator competency, authorisation and route checks for holes, stumps, soft ground and banks

  • Daily pre-start inspection, including ROPS and seat belt checks

  • Mounting, starting and the run-over risk from bypass starting

  • Attaching three-point linkage implements and connecting PTO drivelines with guarding

  • Hitching and towing, including rear rollover from hitching too high

  • Side rollover on slopes, and working near dams, channels and banks

  • Front-end loader work, including raised loads, rolling bales and people lifted in a bucket

  • Slashers, mulchers, post hole diggers and striking buried services

  • Clearing blockages, and working near people, livestock and overhead powerlines

  • Public road travel and GPS guidance or auto-steer

  • Noise, vibration, dust, heat, snakes, refuelling, servicing and tyre work

  • Machine fires, working alone, shutdown and emergency response to rollover or entanglement

What's included

  • Hazards and control measures for 34 work activities

  • Risk ratings before and after controls, with a 5x5 risk matrix and the hierarchy of controls

  • PPE requirements checklist and high risk construction work checklist

  • Plant and equipment list, materials, daily pre-start checks and servicing records

  • Relevant Australian Standards, including AS 1636 for tractor rollover protective structures and AS/NZS 4024 for machinery safety

  • Operator competency on each tractor and attachment, with AHCMOM202 Operate tractors where required

  • Site specific hazards section for anything unique to your job

  • Worker sign-off sheet and worker consultation record

Why use this template

  • Saves hours compared with writing a SWMS from a blank page

  • Covers the most common hazards and control measures for this work, ready to use out of the box

  • Fully editable, so you can add, remove or change anything to suit your site and how your team works

  • Helps your business stay compliant, with risk ratings, worker sign-off and consultation records already set up

How it works

  1. Buy online and download straight away. You'll also get an email with your link.

  2. Add your logo, ABN, project and site details.

  3. Check it suits your site and task, edit anything you need to, and consult your workers before you finalise it.

  4. Brief your team and collect signatures.

Common questions

Do I need a SWMS for tractor operation?

Only if the work is high risk construction work, for example a tractor used on a construction project next to a road in use, or near energised overhead powerlines. Normal farm and paddock work isn't construction, so a SWMS isn't a legal requirement there. You still have to manage risks like rollover and PTO entanglement, and a SWMS is a practical way to record how. Clients and prequalification portals often ask for one.

Does it cover PTO guarding and entanglement?

Yes. It covers connecting and operating the PTO driveline, missing or damaged PTO guarding, PTO-driven implements like slashers and post hole diggers, and clearing blockages without the machine restarting or stored energy releasing.

Can I change it?

Yes. It's a Microsoft Word file, so you can add, remove or change any hazard, control or rating, and add your own logo and details.

Does it suit my state?

Yes. It's written to the model WHS laws and suits all states and territories, including Victoria under the OHS Act and Regulations.

What if it doesn't suit my work?

You're covered by our 30-day money-back guarantee if it isn't fit for purpose.
