WHO NEEDS ONE
Who needs a WHS management plan?
The principal contractor on a construction project must prepare a WHS management plan before work starts. Each project has one principal contractor at a time: usually the business commissioning the work, unless it appoints a builder to manage or control the site. Where a homeowner commissions residential building work, the builder in control of the site is usually the principal contractor.
Construction project thresholds
-
NSW, Qld, Tas, ACT, Commonwealth: $250,000 or more
-
South Australia: $450,000 or more
-
Northern Territory: $500,000 or more
-
WA: five or more people working at the same time
-
Victoria: coordination plan, more than $350,000
Also asked for one
-
Subcontractors under a principal contractor
-
Builders applying for tenders or panels
-
Smaller jobs where the client asks anyway

WHAT IT MUST INCLUDE
What a WHS management plan must include
Regulation 309 of the model WHS Regulations requires these five things. Victoria's coordination plan covers similar ground.

People and responsibilities
Names, positions and safety responsibilities of everyone with specific safety duties.
1

Consultation and coordination
How the businesses on site will consult, cooperate and coordinate their work.
2

Incident management
How any WHS incidents on the project will be managed.
3

Site rules
Site-specific safety rules, and how everyone on site will be told about them.
4

SWMS arrangements
How SWMS will be collected, assessed, monitored and reviewed.
5
HOW TO PREPARE ONE
Six steps to a plan that works on site
Confirm your role
Principal contractor, or a subcontractor asked for your own plan? Your role decides which plan you need.
Gather the project details
Site address, scope of work, start and finish dates, the businesses on site and who is responsible for what.
Complete the required sections
Work through the five required items, then add the site arrangements the client will expect.
Consult before you finalise
Talk to the workers doing the work, and HSRs if you have them. Consulting workers is a legal duty.
Brief everyone before they start
Make the plan, the site rules and workers' right to inspect the plan part of your site induction.
Review it when things change
New subcontractors, a change in work method or an incident should all trigger a review.
Reuse your standard arrangements on every job, and update the project details each time.
CHOOSE YOUR PLAN
Which plan do you need?
A plan covers one project. A manual or system covers your whole business. Every product is a one-off purchase you edit in Word.
Document
When you need it
You're the principal contractor on a construction project above your state's threshold, or a client asks for one.
You're a subcontractor working under someone else's principal contractor, and the builder or client asks for your own plan.
A client, tender or portal asks for your WHS policies and procedures for the whole business, not one project.
You need both plans, your WHS manual and the full document set for tenders, prequalification and running your sites.
