This Concrete Cutting and Core Drilling Risk Assessment/JSA (Job Safety Analysis) is pre-filled for floor, wall and hand-held sawing and core drilling of concrete and masonry. It covers 22 activities, from planning, approvals and scanning for services and tendons to demobilisation and emergency response, with the hazards, control measures and risk ratings before and after controls for each. It's written by WHS specialists, aligned to Australian WHS legislation, and fully editable in Microsoft Word.
Who it's for
Concrete cutting and core drilling contractors
Demolition and strip-out contractors
Builders and concreters forming penetrations and openings
Plumbers, electricians and fire services contractors coring for services
Civil contractors sawcutting slabs and road pavements
A risk assessment, also called a JSA, JSEA or task risk assessment, records the hazards of a task and how you control them. If the task is part of high risk construction work, the law requires a SWMS for that work, so use our Concrete Cutting and Core Drilling SWMS instead.
Use it to
Show clients, insurers and auditors how you manage the risks
Apply for tenders, contracts and supplier panels
Get through prequalification with Avetta, Cm3 and other contractor portals
Induct new workers and train them in the task
What this risk assessment covers
Engineering approval before cutting load-bearing or post-tensioned elements
Scanning for live services, reinforcement and post-tensioning tendons
Asbestos checks before cutting or coring an existing structure
Exclusion zones to protect other trades and the public from the saw and falling material
Blade and core bit inspection, electrical safety in wet conditions and hydraulic hose injuries
Core rig anchoring and vacuum base failure
Kickback, binding and falling cut sections with walk-behind, wall and hand-held saws
Falls from height and through new penetrations, and cores falling onto people below
Silica dust controlled with water suppression, on-tool extraction and respirator fit testing
Carbon monoxide from petrol saws in enclosed areas, and confined space work in pits and shafts
Fuel and fire, slurry burns and keeping slurry out of stormwater
Emergency response to lacerations, crush injuries, electric shock, fire or dust exposure
What's included
Hazards and control measures for 22 work activities
Risk ratings before and after controls, with a 5x5 risk matrix and the hierarchy of controls
PPE requirements checklist
Plant and equipment list, materials and pre-use checks for saws, core rigs and hoses
Relevant Australian Standards, including AS/NZS 1715 for respiratory protection and AS/NZS 3012 for site electrics
Training in crystalline silica, service location and confined space entry where needed
Site specific hazards section for anything unique to your job
Further controls action plan to track anything still to be done
Worker sign-off sheet and worker consultation record

Common questions
Do I need a SWMS or a risk assessment for concrete cutting and core drilling?
A SWMS is legally required when the job is high risk construction work, for example cutting near energised electrical services, coring where someone could fall more than 2 metres, or work likely to disturb asbestos. Outside those situations a SWMS isn't mandatory, but you still have to manage the risks, and a risk assessment or JSA is a practical way to record how. Head contractors and prequalification portals often ask for one either way. If the job is high risk construction work, use our Concrete Cutting and Core Drilling SWMS instead.
Does it cover post-tensioned slabs?
Yes. It covers the risk of an explosive tendon release or loss of slab capacity from cutting a post-tensioning tendon, with scanning before any cut and engineering approval before cutting load-bearing elements.
Can I change it?
Yes. It's a Microsoft Word file, so you can add, remove or change any hazard, control or rating, and add your own logo and details.
Does it suit my state?
Yes. It's written to the model WHS laws and suits all states and territories, including Victoria under the OHS Act and Regulations.
What if it doesn't suit my work?
You're covered by our 30-day money-back guarantee if it isn't fit for purpose.
