Ensure safe and efficient container loading with this Preparation of Load Export Containers SWMS. This document outlines a structured approach to identifying and controlling hazards associated with preparing export containers for loading and transport. It provides essential risk controls, hazard management strategies, and best practices to support compliance with Australian workplace safety standards while maintaining a secure work environment.

Hazards & Control Measures Covered:

1️⃣ Awareness & Hazard Identification

  • Unaware of Hazards – All employees must receive training and information regarding work area hazards before starting. A hazard reporting process must be used to identify and control hazards that arise during work.
  • Pedestrian Restricted Areas – Operators must be instructed on pedestrian-restricted zones and access points during induction to prevent unauthorised access and potential incidents.
  • Visual Inspections & Hazard Reporting – Employees must conduct visual inspections and report any hazards identified during work that are not covered in this SWMS.

2️⃣ Pre-Operation Inspection of Plant & Equipment

  • Failure to Inspect Equipment – Operators must conduct a pre-start inspection of all plant and equipment to ensure it is in safe working condition. Any faults must be reported, and faulty equipment must not be used until repaired.
  • Equipment Maintenance – Plant and equipment must be maintained as per manufacturer specifications, with scheduled inspections and servicing.
  • Emergency Stop & Safety Features – Operators must identify and test emergency stop buttons and ON/OFF switches before using equipment.

3️⃣ Traffic & Work Area Safety

  • Traffic Hazards in Work Area – Truck drivers must be inducted into the site and informed of the unloading process.
  • Restricted Access to Work Areas – Work areas must be clearly marked and restricted to authorised personnel only.
  • Communication Between Drivers & Operators – Two-way communication must be maintained between truck drivers and plant operators during unloading and movement.

4️⃣ Weighing & Loading Containers

  • Collision Risks During Weighing – Warning devices must be operational at all times. Operators must always look in the direction of travel.
  • Operator Competency – Operators must be licensed and trained to operate trucks, forklifts, weighbridges, and other relevant equipment.
  • Weighbridge Maintenance – The weighbridge must be regularly serviced and calibrated to ensure accuracy.

5️⃣ Forklift & Container Handling Operations

  • Forklift Operations in Work Area – Forklifts must only be operated in designated areas with clear separation from pedestrian zones.
  • Mechanical Failure & Maintenance – Forklifts must be inspected before use and regularly serviced. Any defects must be reported, and faulty forklifts must not be operated.
  • Operator Training & Licensing – Forklift operators must be licensed and trained in correct lifting and handling procedures.

6️⃣ Container Loading with Loose & Compacted Material

  • Traffic Hazards & Restricted Areas – No personnel are permitted in the area when trucks reverse into the container tilter. A spotter may be used to assist the driver while maintaining voice and visual contact.
  • Correct Attachment Procedures – The correct procedures must be followed when attaching containers to the tilter. No loading is to commence until the container is secured in position.
  • Mechanical Lifting Safety – Operators must observe lifting operations for obstructions. Lifting attachments must be adequately rated, and all loads must be lifted within the crane's rated capacity.

7️⃣ Load Stability & Securement

  • Overloading & Stability Risks – Operators must ensure that loads do not exceed the rated capacity. Load charts must be visible and adhered to at all times.
  • Falling Object Hazards – No load is to be suspended or travel over personnel. All personnel must be well clear of the loading area during operations.
  • Personal Protective Equipment (PPE) – Workers must wear safety gloves when handling sharp-edged materials and securing loads.

8️⃣ Loading Containers onto Transport Trucks

  • Traffic Hazards During Loading – Warning devices must be operational, and operators must always look in the direction of travel.
  • Weighbridge & Load Balancing – Trucks must be loaded according to transport weight limits, and the weighbridge must be calibrated correctly.
  • Operator Competency & Communication – Only licensed personnel may operate loading equipment, and communication must be maintained between drivers and plant operators at all times.

9️⃣ Emergency Preparedness & Incident Response

  • First Aid & Fire Safety Measures – Workers must be aware of the location and use of first aid kits and fire-fighting equipment. Emergency contact details must be readily available.
  • Incident Reporting & Work Cessation – All injuries, near misses, and unexpected hazards must be reported immediately. Work must stop until risks are reassessed and controlled.
  • Activation of Site Emergency Procedures – In case of a major incident, emergency protocols must be followed, including contacting emergency services and securing the site.

Key Features of the SWMS:

  • Supports Compliance – Helps businesses align with Australian workplace safety standards for container loading and handling.
  • Structured Risk Management – Identifies hazards, implements control measures, and provides step-by-step safety guidelines.
  • Emergency Readiness – Establishes clear procedures for incident response, load handling, and mechanical failures.
  • Fully Customisable – Can be tailored to specific export container loading environments and site requirements.
